The California Chamber of Commerce has submitted a request to the Office of the Attorney General for a title and summary on a new ballot initiative aimed at updating the state’s environmental review process. The proposal, called the Building an Affordable California initiative, seeks to modernize the California Environmental Quality Act (CEQA), which has governed infrastructure project reviews in the state for 55 years.
The measure is designed to streamline how essential projects are reviewed under CEQA by setting specific timelines for local and state agencies to assess plans and gather public input. It would also create deadlines for any necessary judicial review.
According to information released by CalChamber, these changes are intended to ensure that decisions on critical projects—such as housing developments, water supply improvements, transportation upgrades, energy facilities, and health and public safety buildings—are made more efficiently.
CalChamber President & CEO Jennifer Barrera commented on the initiative in a statement available on the organization’s website. The Chamber plans to organize a coalition of leaders from clean energy, housing, transportation, and other business sectors in support of qualifying the measure for next year’s statewide ballot.
