The California Public Utilities Commission announced on March 16 a list of new filings and proposed decisions submitted during the week of March 9-13, 2026. These filings include applications, complaints, and regulatory proposals that could impact utility services across the state.
The announcement is important because these proceedings may influence future policy decisions and rate changes affecting California’s utilities, communities, and consumers. Many of the proposed decisions are open for public comment, giving residents an opportunity to participate in shaping regulatory outcomes.
Among the notable filings is a proposed decision adopting a partial settlement agreement in proceeding A2407003. This decision would authorize rate increases for test year 2026 as well as escalation years beginning January 1, 2027 and January 1, 2028. Another proposed decision in case (ECP) C2508023 grants relief in part while denying it in part.
Several new applications were also filed. BlueCastle IT Solutions LLC seeks registration as a telephone corporation under Public Utilities Code Section 1013. PetDesk LLC has applied for certification to provide non-facilities based fixed interconnected Voice over Internet Protocol (VoIP) services. Velocity IG Operations LLC requests certification under Section 1001 to operate as a public utility.
Other notable proceedings include Southern California Edison Company’s application to recover costs related to its Class C water utility and smaller gas utility operations; Chevron Products Company and Valero Marketing Supply Company’s joint application for rehearing of resolution o-0098; Voyant Solutions LLC’s request to provide fixed interconnected VoIP services; Bay Area Toll Authority’s proposal for authority to construct the West Oakland Link project over existing railroads; San Diego Gas & Electric Company’s application seeking authorization to issue up to $2.583 billion in debt securities along with other financial measures; and a complaint against Pacific Gas & Electric Company alleging violations related to electric rule compliance.
