The California Public Utilities Commission (CPUC) has released its list of new filings and proposed decisions for the week of August 11–15, 2025. These filings cover a range of utility services and regulatory issues that may affect consumers and communities across the state.
Several proposed decisions are now open for public comment. In Proceeding A2112007, a proposed decision grants compensation to Women’s Energy Matters for their contribution to Decision 24-09-033. Another proposed decision in Proceeding A2212009 approves partial recovery of expenditures by Pacific Gas and Electric Company related to its 2021 wildfire mitigation efforts, catastrophic events, and other recorded costs, as well as approving a settlement.
In Proceeding A2301008, the CPUC is considering adopting settlement agreements to update marginal costs, cost allocation, and electric rate design for San Diego Gas & Electric Company. Another filing, Proceeding A2405009, proposes granting compensation to Small Business Utility Advocates for their substantial contribution to Decision 24-12-038.
A proposed decision in Proceeding R2005003 would grant, with modifications, Southern California Edison Company’s petition for modification of Decisions 23-02-040 and 24-02-047.
The CPUC also initiated new rulemaking proceedings during this period. Proceeding R2508004 opens rulemaking to update distribution level interconnection rules and regulations. Meanwhile, Proceeding R2508005 initiates rulemaking regarding revisions to the California Teleconnect Fund Program.
Additionally, an investigation has been opened in Proceeding I2508007 into Havasu Water Company’s operations and maintenance practices due to concerns over compliance with laws governing safe and reliable water service for California consumers. The investigation includes an order to show cause why the Commission should not seek court appointment of a receiver.
New complaints and applications were also filed. These include an application by Continental Shuttle LLC (Proceeding A2504023) seeking authority to operate scheduled passenger stage service between San Diego County and Los Angeles International Airport; Green Power Institute’s application (A2507017) for intervenor compensation related to contributions on specific resolutions; Southern California Edison Company’s request (A2508003) for a second extension of waiver from the Capital Structure Rule; Zayo Network Services’ application (A2508006) for certification to provide competitive telecommunications services in California; and Southern California Gas Company’s application (A2508008) seeking recovery of costs from its Distribution Integrity Management Program Balancing Account covering January 2019 through December 2023.
Members of the public can submit written comments on any proposed decision using each proceeding’s Docket Card or subscribe with the proceeding number through the CPUC Subscription Service to receive updates about rulings and notices.
