California Public Utilities Commission announces new utility filings and decisions for December 8-12

Each week, the California Public Utilities Commission (CPUC) releases information on new filings and proposed decisions that may affect utility services, communities, and consumers in California. The filings for the week of December 8-12, 2025, include several proposed decisions open for public comment and new complaints or applications.

Among the proposed decisions is one approving Southern California Edison Company’s 2022 energy resource recovery account compliance application. Another proposed decision grants compensation to Wild Tree Foundation for its contribution to Decision 24-10-008. There is also a proposed decision determining that Southern California Edison Company’s proposed transaction meets the requirements of General Order 69-C.

Other notable filings include a proposed decision granting transfer of control subject to certain conditions and another addressing the eligibility of Green Power Institute as well as a request for intervenor compensation. Additionally, there is an order instituting rulemaking to implement Senate Bill 1376, which requires transportation network companies to provide access for persons with disabilities, including those who need wheelchair-accessible vehicles. Another proposed decision sets guidelines for Provider of Last Resort applications.

New complaints and applications filed during this period include a joint application by Wild Goose Storage, LLC and Lodi Gas Storage, L.L.C. seeking exemption from commission authorization regarding asset encumbrance and corporate guarantees under specific sections of the Public Utilities Code. NXTGlobal Inc. and TF Networks, MT, Inc. have both submitted applications for registration as telephone corporations pursuant to section 1013 of the Public Utilities Code.

Additional proceedings involve a complaint by Bryan Yee against San Jose Water Company over an alleged billing error and an appeal by EKMK Inc regarding a citation issued by the CPUC Consumer Protection and Enforcement Division.

The CPUC encourages public participation in these proceedings: “Submit a public comment on any Proposed Decision via the CPUC Docket Card.” Members of the public can also subscribe to individual proceedings using their numbers to receive updates on rulings and notices.
