California Public Utilities Commission announces new utility filings for late November

Each week, the California Public Utilities Commission (CPUC) releases information on new filings that may affect utility services, communities, and consumers in the state. These filings include Proposed Decisions open for public comment, as well as new complaints and applications that could influence future regulatory actions.

For the week of November 24 to November 28, 2025, several key proceedings were announced:

A Proposed Decision was filed under Proceeding A25-05-008 on November 24, 2025. This decision concerns the approval of Southern California Edison Company’s forecast for its 2026 Energy Resource Recovery Account-related revenue requirement.

Among new complaints and applications:
– Pacific Gas and Electric Company submitted an application (A25-11-006) on November 21, 2025. The company seeks approval for its proposals regarding gas cost allocation and rate design for its distribution, transmission, and storage system.
– CitySwitchTower, LLC filed an application (A25-11-007) on November 24, 2025. The company is seeking a certificate of public convenience and necessity according to Public Utilities Code Section 1001.
– InflatableOffice, LLC applied (A25-11-009) on November 18, 2025 for registration as a telephone corporation under Public Utilities Code Section 1013.
– Two complaints were also filed: Luis Enrique Landa Rodriguez lodged a complaint (C25-11-008) against Pacific Bell d/b/a AT&T California and AT&T Mobility Wireless Operation Holdings d/b/a AT&T Mobility alleging violation of terms of service; Andrew Velasquez filed a complaint (C25-11-010) against Southern California Edison Company with allegations including unlawful securitization and failure to disclose charges.
– Additionally, Proceeding R25-11-005 was initiated on October 29, 2025 as an Order Instituting Rulemaking to update the California LifeLine Program.

The CPUC encourages public participation in these processes. “If a Proposed Decision is listed, you can submit a written comment directly on the proceeding’s Docket Card. For any proceeding, you can also subscribe to the CPUC’s Subscription Service using the proceeding number to receive updates, rulings, and notices,” according to information provided by the commission.

Members of the public are invited to stay informed about ongoing proceedings by submitting comments or subscribing for updates through official channels.
