Each week, the California Public Utilities Commission (CPUC) releases information about new filings that affect utility services, communities, and consumers across the state. These filings include Proposed Decisions—some of which are open for public comment—as well as new complaints and applications that may influence future regulatory actions.
During the week of December 15 to December 29, 2025, several Proposed Decisions were filed. Among them is a decision granting transfer of control in Proceeding A24-10-006, subject to certain conditions. Another decision in Proceeding A24-03-018 grants compensation to the Alliance for Nuclear Responsibility for its contribution to Decision 24-12-033. In Proceeding A23-12-001, a proposed decision partially approves Pacific Gas and Electric Company’s request for recovery of costs related to wildfire mitigation, vegetation management, catastrophic events, and other expenses.
Other notable decisions include interim rate recovery approval for Southern California Gas Company’s Distribution Integrity Management Program (A25-08-008), establishment of a Standard Offer for Flexible Service Connection (R24-01-018), and modifications to Decision 24-03-001 (R21-11-014).
The CPUC also reported new complaints and applications during this period. Easton Telecom Services has registered for a certificate to provide non-facilities based Digital Voice Fixed Interconnected VoIP services (A25-10-022). An application was filed by Margie C. Vitalie and Trevor V. Buchholz regarding the transfer of operating authority in Passenger Stage Corporation Certificate No. PSC-10974 (A25-11-012). San Diego Gas & Electric Company submitted two applications: one for approval of the Palomar Decarbonization Demonstration Project (A25-12-009) and another for its Smart Meter 2.0 Proposal (A25-12-012).
Additional filings include Pacific Gas and Electric Company’s joint application with Standard Pacific Gas Line Incorporated concerning gas transmission pipeline facilities (A25-12-014), Southern California Edison’s request to sell North Coast property (A25-12-015), B2 Solutions’ registration as a telephone corporation (A25-12-016), Altafiber Extended Territories’ application for service certification in California (A25-12-017), and Southern California Gas Company’s proposal related to advanced meter infrastructure replacement (A25-12-019).
There are also joint applications involving Ex Spa Holdings and Exiant Communications regarding transfer of control (A25-12-020) and Zenith Energy entities concerning terminal operations and asset encumbrance under public utilities codes (A25–12–021).
Complaints filed include allegations against Comcast Phone of California regarding unauthorized changes to terms of service and billing errors (C25–12–007), Southern California Edison over billing errors (C25–12–010), Pacific Gas and Electric over billing issues including violation of rules or decisions by individual complainants such as Laura Zellman or University of California Berkeley.
Two appeals were noted: one from California Broadband Cooperative relating to a citation issued by the Communications Division, and another from Alleswolke Wireless LLC contesting a separate citation.
Reopened proceedings include PacifiCorp’s applications concerning energy cost adjustments, greenhouse gas-related reconciliation, general rate increases effective January 1, 2023, as well as rulemaking on mobile home park program modifications.
