California Public Utilities Commission outlines progress on Clean Miles Standard for ride-hailing services

The California Public Utilities Commission (CPUC) announced on Apr. 28 the ongoing implementation of the Clean Miles Standard, a program aimed at reducing greenhouse gas emissions from ride-hailing and transportation network companies in the state.

The Clean Miles Standard is significant because transportation is California’s largest source of greenhouse gas emissions, with nearly half of total emissions attributed to vehicles when fuel production is included. The policy targets companies that provide app-based rides to encourage cleaner transportation options and reduce pollution.

Created through Senate Bill 1014 in 2018, the program is a joint effort between CPUC and the California Air Resources Board. It sets annual goals for companies to lower emissions per passenger mile traveled and increase use of zero-emission vehicles such as electric cars. According to CPUC, this approach aims to “make each ride cleaner than the last” while supporting a transition toward sustainable transportation systems.

In 2024, CPUC adopted the first phase of the program by defining which companies must comply, establishing reporting requirements, and introducing support for drivers through a Drivers Assistance Program. This initiative provides financial incentives and resources for eligible low- and moderate-income drivers to help them switch to electric vehicles.

Looking ahead, CPUC is advancing Phase 2 of the program. This next step will focus on enforcing requirements under the Clean Miles Standard, expanding incentives for zero-emission vehicles, considering emerging technologies like autonomous vehicles, supporting sustainable land use planning, and improving outreach so that both drivers and companies are aware of their options.

For Californians who use ride-hailing services or drive for these platforms, changes may be subtle but meaningful over time: more electric vehicles on roads and cleaner air across communities. For those disproportionately affected by air pollution in particular neighborhoods, officials say these efforts represent progress toward healthier environments.

“By making each mile cleaner,” said Taseen Shamim, Public Information Officer at CPUC in an official statement included with this announcement. “California is taking a step toward a transportation system that works not just for today’s riders but for generations to come.”
