California Public Utilities Commission posts new utility filings for early December

Each week, new filings are submitted to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions, which are often open for public comment, as well as new complaints or applications that could influence future policy and regulatory actions.

For the week of December 1-5, 2025, several key filings were added:

A Proposed Decision in Proceeding A21-06-021 was filed on December 2, 2025. This decision would grant compensation to the Wild Tree Foundation for its substantial contribution to Decision (D.) 23-11-069.

Another Proposed Decision was filed in Proceeding R20-01-007 on December 2, 2025. This proposal would grant compensation to the Environmental Defense Fund for its significant input into Decision 23-12-003.

Among new complaints and applications filed during this period:

In Proceeding C24-12-012, a Presiding Officer’s Decision dismissed a complaint without prejudice on December 2, 2025.

Avalon Freight Services LLC submitted an application (A25-12-001) on December 1, 2025. The company seeks authorization to modify rates for its scheduled vessel common carrier freight service between the Port of Los Angeles and Avalon on Santa Catalina Island.

Southern California Edison Company filed an application (A25-12-002) on December 4, 2025. The company is requesting approval to recover incremental costs related to wildfire mitigation and catastrophic events.

Additionally, Volcano Vision, Inc. applied (A25-04-018) for a certificate of public convenience and necessity to provide facilities-based and resold local exchange services. This application was originally filed on April 28, 2025.

Members of the public can participate by submitting comments on any Proposed Decision via the California Public Utilities Commission’s Docket Card or by subscribing to specific proceedings using their numbers to receive updates.
