California Public Utilities Commission posts new utility filings for early October 2025

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings that affect utility services and consumers in the state. For the week of September 29 to October 3, 2025, several proposed decisions, complaints, and applications were filed.

One of the main items is a Proposed Decision to dismiss Pacific Gas and Electric Company’s application for approval of a Zonal Electrification Pilot Project at California State University Monterey Bay. This decision is open for public comment.

New applications include one from Southern California Gas Company and San Diego Gas & Electric Company seeking authority to revise natural gas rates and implement storage proposals starting January 1, 2027. Another application was filed by PacifiCorp to continue its energy efficiency programs and secure funding for public purpose programs through 2027.

Several complaints were also submitted during this period. The California Solar & Storage Association has filed a complaint against Pacific Gas and Electric Company and Southern California Edison Company alleging violations related to Rule 21. Other complaints involve issues such as billing errors, failure to provide reliable service, overbilling, and alleged violations of General Order 95.

The CPUC encourages public participation in these proceedings. Written comments can be submitted directly on each proceeding’s Docket Card. Interested parties can also subscribe to receive updates about specific cases through the CPUC’s Subscription Service using the relevant proceeding number.

These weekly filings are part of ongoing efforts by the CPUC to ensure transparency in regulatory actions affecting utilities across California.
