California Public Utilities Commission posts new utility service filings for October 13-17

Each week, the California Public Utilities Commission (CPUC) adds new filings to its ongoing and new proceedings, affecting utility services and consumers in California. These filings include Proposed Decisions that are open for public comment, as well as new complaints and applications that may influence future regulatory policies.

For the week of October 13-17, 2025, several key Proposed Decisions have been listed. Among them is a joint application from Sprint Communications Company L.P. and T-Mobile USA, Inc., seeking approval for the transfer of control of Sprint Communications Company L.P. under Section 854(a) of the California Public Utilities Code. Another application comes from California Resources Production Corporation, which seeks a Certificate of Public Convenience and Necessity to operate as a gas corporation within California.

Additional regulatory matters include an Order Instituting Rulemaking to create a consistent framework for integrated distributed energy resources planning and evaluation, and another Proposed Decision to establish an electrification pilot initiative targeting mobile home parks. The CPUC is also considering updates to the California Universal Telephone Service (California LifeLine) Program and evaluating cost-effectiveness issues related to Distributed Energy Resource Programs.

In terms of new complaints and applications filed during this period, PacifiCorp has submitted an application requesting authority to encumber certain water rights under Section 851 of the Public Utilities Code. Southern California Gas Company has proposed a Woody Biomass Pilot Project. Two consumer complaints were also filed against Pacific Bell d/b/a AT&T California: one alleges billing errors while another claims failure to provide account access and overbilling.

Members of the public can participate by submitting written comments on any Proposed Decision via each proceeding’s Docket Card or by subscribing to receive updates on specific proceedings through the CPUC Subscription Service using proceeding numbers.
