California Public Utilities Commission posts weekly update on new regulatory filings

Each week, new filings are made in ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions that are open for public comment, as well as complaints and applications that could influence future policy and regulatory actions.

Among the Proposed Decisions open for public comment during the week of October 27-31, 2025:

– In Proceeding A25-03-015, filed on October 31, 2025, a Proposed Decision addresses Pacific Gas and Electric Company’s revenue requirement to support the extended operation of Diablo Canyon Power Plant and proposes 2026 Volumetric Performance Fees.
– Proceeding R20-08-022, also filed on October 31, initiates a rulemaking process to investigate and design clean energy financing options for electricity and natural gas customers.
– Proceeding R23-12-008, filed on October 27, adopts revised data gathering and reporting requirements for transportation electrification programs. It also clarifies aspects of programs previously adopted in decision 22-11-040.

New complaints and applications filed during this period include:

– Proceeding A25-10-013 involves Macca Rentals LLC seeking authority to operate as a scheduled Passenger Stage Corporation between San Ysidro and Sacramento with various intermediate stops. The application also requests permission to establish a zone of Rate Freedom.
– In Proceeding C25-10-014, Danilo Nesovic has lodged a complaint against San Diego Gas and Electric Company (U902E), alleging incorrect application of SDG&E Electric Tariff Rule 16 and Rule 19.
– Proceeding (ECP) C25-10-015 sees Ericka Manos filing a complaint against Southern California Edison Company (U338E) regarding a billing error.
– John Meding and Dolores Meding have filed (ECP) C25-10-016 against Southern California Gas Company (U904G), citing billing errors along with violations of Tariff Rule 3 and Tariff Rule 16.
– An appeal was submitted in Proceeding K25-10-012 by White Diamond Limousine/Humberto Bringas Trejo concerning Citation #T.2025–09–006 issued by the CPUC Consumer Protection and Enforcement Division for $2,000.
