California Public Utilities Commission posts weekly update on new utility filings

The California Public Utilities Commission (CPUC) has released a summary of new filings for the week of January 26-30, 2026. These filings include proposed decisions, applications, and complaints that could influence utility services and regulatory policy across the state.

A notable item among the week’s filings is a Proposed Decision in Proceeding A24-05-008, which aims to close the Risk Assessment and Mitigation Phase proceeding. This decision is currently open for public comment.

Several new applications were also submitted. In Proceeding A26-01-015, Golden State Water Company filed an application on January 27, 2026, seeking authorization to purchase assets from Norwalk’s Artesia service area water system. Velocity Communications, Inc. submitted two separate applications (A26-01-018 and A26-01-019) on January 20, 2026, requesting rehearings of Resolutions T-17896 and T-17898.

MAIN EXPRESS, LLC filed an application (A26-01-020) on January 29, 2026. The company seeks passenger stage authority under Section 1031 of the California Public Utilities Code to operate county-to-county transportation services for passengers and baggage express between multiple counties in California. The application also requests permission to establish a Zone of Rate Freedom as per Section 454.2 of the PU Code.

A joint application (A26-01-021), filed on January 29, 2026 by several utilities including Southwest Gas Corporation and Liberty Utilities (CalPeco Electric) LLC, seeks approval for bridge funding for Energy Savings Assistance and California Alternate Rates for Energy Programs for Program Year 2027.

There were also new complaints lodged against utility companies during this period. In Proceeding C26-01-014 filed on January 23, Justin Troutman alleges Pacific Gas and Electric Company failed to set up a payment arrangement. Protector Brewery LLC filed a complaint (C26-01-016) against San Diego Gas and Electric Company on January 12 over alleged failure to provide reasonable gas service. Tyler Gibson’s complaint (C26-01-017), dated January 22, accuses Southern California Edison Company of failing to explain charges.

The CPUC encourages public participation in these proceedings: “If a Proposed Decision is listed, you can submit a written comment directly on the proceeding’s Docket Card. For any proceeding, you can also subscribe to the CPUC’s Subscription Service using the proceeding number to receive updates, rulings, and notices.”

Members of the public are invited to submit comments or subscribe for updates via the CPUC website’s Docket Card feature.
