California Public Utilities Commission posts weekly update on utility filings and proposed decisions

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings that affect utility services, communities, and consumers in California. The filings from November 10 to November 14, 2025, include several proposed decisions open for public comment as well as new complaints and applications.

Among the proposed decisions is one granting compensation to the Environmental Defense Fund for its contribution to decision 22-11-018. Another decision addresses San Diego Gas & Electric Company’s request for recovery of wildfire mitigation plan costs. There is also a proposed settlement agreement for Bear Valley Electrical Services related to the development of a solar facility and battery energy storage system.

Other notable filings include authorizing Pacific Gas and Electric Company (PG&E) to recover expenditures in the transmission revenue requirement reclassification memorandum account, and adopting a settlement on Southern California Edison Company’s cost recovery linked to expenses from the 2018 Woolsey Fire.

The CPUC is considering authorizing Southern California Gas Company to issue up to $3.3 billion in new debt securities. Another proceeding addresses the test year 2026 cost of capital for major utilities including PG&E, Southern California Gas Company, Southern California Edison Company, and San Diego Gas & Electric Company.

San Diego Gas & Electric Company’s electric procurement revenue requirement forecasts and greenhouse gas-related forecasts for 2026 are under review. Additional proceedings cover updates to affordability frameworks, renewables portfolio standard procurement plans for 2025, and designating initial priority neighborhood decarbonization zones.

New complaints and applications filed this week include PG&E’s application for review and recovery of costs associated with the 2019 Kincade Fire and 2021 Dixie Fire under AB 1054. Individual complaints were also filed against PG&E regarding billing errors and alleged violations of Rule 21 by Bret Foreman. Melissa Hicks filed a complaint against Pacific Bell d/b/a AT&T California concerning unauthorized changes in terms of service. An appeal was submitted by Osama Rashed regarding an enforcement division action by the CPUC.
