The California Public Utilities Commission (CPUC) has released three new educational videos aimed at helping the public participate in its proceedings. The videos are designed to guide individuals and organizations on how to advocate, communicate, and conduct research related to CPUC activities.
The resources include instructions on using the CPUC’s Docket Card system, which provides access to recent decisions, motions, and comments that impact essential services such as energy, rail, telecommunications, transportation, and water in California. These tools can help community members stay informed about ongoing regulatory matters.
According to the CPUC, becoming a party to a proceeding is one of the most effective ways for stakeholders to have their perspectives considered during policy development and decision-making processes. The new video explains how anyone—whether an individual or an organization—can take part in these proceedings.
Another video addresses ex parte communication rules. It outlines how parties should interact outside of public hearings or workshops while remaining compliant with the CPUC’s Rules of Practice & Procedure. This guidance aims to clarify when and how private communications are permitted within different types of commission proceedings.
“With the help of these new videos, you can bring your diverse perspective to CPUC proceedings to help ensure utility services are safe, reliable, and affordable for all Californians,” said Kimberly Ellis, Public Information Officer II.
These efforts reflect ongoing outreach by the commission’s business and community engagement teams. The goal is to encourage broader participation from residents across California in shaping policies that affect everyday utility services.
