The California Public Utilities Commission’s (CPUC) Rail Safety Division has released updated guidance aimed at improving safety for pedestrians at rail crossings throughout the state. The new Guidance on Pedestrian Treatments for Rail Crossings (2025) outlines practical solutions to enhance accessibility and reduce risks for people who walk, bike, or use mobility devices near train tracks.
The guidance emphasizes the installation of pedestrian automatic gates, which lower when a train is approaching and are paired with flashing lights and loud bells. These features act as physical barriers while providing emergency swing gates so that individuals are not trapped on the tracks. Additional design elements include smoother crossing surfaces to prevent wheels from getting stuck, detectable warning tiles to alert those with low vision, and clear pavement markings such as “LOOK” with arrows to prompt vigilance before crossing.
According to the CPUC, these measures aim to make crossings safer for all Californians: “This isn’t just about rules and regulations. It’s about making sure your child can get to class safely, your neighbor can cross with their walker, and your evening walk ends with peace of mind, not a near miss.”
The Rail Safety Division continues its work by updating practices in response to technological advances and evolving community needs. As stated in the release: “Their new guidance is more than a technical manual, it’s a commitment to making California’s rail crossings safer, smarter, and more accessible for everyone.”
