The California Public Utilities Commission (CPUC) has initiated a new rulemaking process focused on autonomous vehicle (AV) passenger transportation services. This move follows the conclusion of its previous proceeding, R.12‑12‑011, and is intended to address outstanding issues while establishing updated policies and rules for AV operations in the state.
According to the CPUC, the new proceeding will examine several key areas. These include integrating advanced driver assistance systems, forming partnerships between AV operators and other regulated passenger carriers, allowing personally owned AVs to participate in services, managing shared and airport-based operations, and developing guidelines for transporting unaccompanied minors.
Stakeholders such as service providers, technology developers, consumer advocates, and regional transit agencies are encouraged to take part in the process. The CPUC emphasized that early involvement from these groups will help ensure that future regulations reflect a broad range of perspectives related to safety, innovation, and accessibility.
“The CPUC’s process aims to strike a balance between fostering technological advancement and safeguarding Californians. With AV services evolving rapidly, this Rulemaking is a pivotal platform to solidify California’s leadership in transportation innovation,” stated the Commission.
