The California Public Utilities Commission (CPUC) oversees the safety of energy infrastructure across the state through regular inspections and staff investigations. These efforts aim to ensure that power plants, energy storage systems, electric transmission and distribution lines, substations, and natural gas pipelines comply with safety regulations.
CPUC staff conduct scheduled inspections to identify potential hazards and verify compliance with both state and federal standards. These inspections are part of a proactive approach to prevent incidents before they occur. Reports from these activities include audits of electric and communication facilities, substation inspection reports, and natural gas audits.
In addition to routine checks, the CPUC conducts staff investigations following outages or incidents that meet specific reporting criteria. Investigations may also be initiated if circumstances suggest further review is necessary. During an investigation, staff collect data, review records, conduct site visits, interview utility personnel, and evaluate adherence to laws and safety standards.
If immediate risks are found during an investigation or inspection, corrective actions are taken at once. Other issues must be resolved within set deadlines, with the CPUC ensuring that utilities complete required corrections.
The CPUC has authority to issue citations for violations identified during inspections or investigations. In more serious situations, staff can recommend that commissioners open formal investigations which may result in penalties for utilities.
