The California Public Utilities Commission (CPUC) will hold a series of public forums to collect feedback on proposed updates to the Deaf and Disabled Telecommunications Program (DDTP). The DDTP provides specialized telecommunications equipment, relay services, and speech-generating devices at no cost to Californians with disabilities.
According to the CPUC, the agency began a formal rulemaking process (R.23-11-001) after conducting a statewide needs assessment that involved community organizations and participants in the program. The goal is to review and potentially revise the DDTP so it better meets current communication requirements for people with disabilities.
“Public input is essential to ensure the DDTP continues to serve the evolving needs of the disability community,” stated the CPUC.
Forums will be held both in-person and online. On September 3, sessions are scheduled for 2 p.m. and 6 p.m. at the Greater Los Angeles Agency on Deafness (GLAD), located at 2222 Laverna Avenue in Los Angeles. Additional forums will take place on September 17 at Ed Roberts Campus, Center for Independent Living, 3075 Adeline Street in Berkeley, also at 2 p.m. and 6 p.m.
Members of the public can attend these forums in person or submit written comments online through the proceeding’s Docket Card. American Sign Language interpretation will be provided at all events; other accommodations can be requested by contacting the CPUC’s Public Advisor’s Office by email or phone at least five business days before attending.
While commissioners or their staff may be present during these sessions, no official action will occur during them.
The CPUC oversees utility services throughout California, focusing on consumer protection, environmental safety, and reliable infrastructure across sectors including telecommunications. More information about its work can be found at www.cpuc.ca.gov.
